I am using Army Painter and wet palette, yesterday I try to thin it by using wet brush, however the paint can't be stick on the miniature. So does it mean that I don't need to thin it?

What did you use for your undercoat? this can make a huge difference to how well paint sticks to the mini. Army Painter do a good range of different coloured spray undercoats, though plenty of painters use other brands, like Halfords. Brush on primers are also available, e.g. Vallejo; I wouldn't thin those.

I use vallejo handbrush primer, and I have washed it with warm water and soap

Hmm, maybe you need to put your first layer on as is comes, then use thinned paint for shading/highlighting. You might also try using a thinning medium rather than water, Vallejo, amongst others make this (though this will mean you can't use a wet palette).

If you look at Warhammer TV on Youtube the painting guides there show how little water you need to thin your paints, I almoat always yse a medium instead of water though, it costs more, but with all the painting I do I find it worthwhile

It sounds like you have thinned your paints far too much and they are just to watery to adhere to the miniature. A wet pallet is a good technique, however for beginners I would recommend that you not use it yet.
What I suggest, is that you simply drop some paint straight from the bottle onto a piece of plastic (top of a tub or something similar) and use the back of your brush to pick up some water from a glass then shake a drop or two of water into the paint from the end of the brush and mix it together. Try a 2 to one paint/water mix to start and adjust as necessary.
What you will find is that some paints need to be thinned, while others may not. Once you get the hang of what a good working texture of paint is, you may be able to then move into a wet pallet.
